Position running for: City Council District 8

Question 1: "You're driving along and you encounter a person on a bicycle taking up the entire lane. What is your reaction?    

A, That's illegal and they should be riding on the sidewalk.    

B, Intimidate them so they will learn their place on the roadway.    

C, It's okay to hit them with your car, and it's their fault for being in the way.    

D, None of the above.    

Reason for answer:  Texas follows “rules of the road” and are based on Texas Transportation Code statutes. These statutes are designed to improve the safety of everyone who uses the roadways.   Cyclists have the rights and duties of other vehicle operators and cars are required to yield right-of-way to a bicycle when appropriate.

Question 2: Running for Council: Will you as a Council Member focus on putting down a Protected Bicycle Lane on the busiest corridor in your district? And what is the busiest corridor in your district?

Comments:  The busiest west-east corridor in the district is Wurzbach parkway and IH-10. If the necessary right of way can be negotiated with private property owners I would be open to the inclusion of a bike lane in any future projects. I would not be open to reducing car lanes in the current structure to allow for a bike lane. However, I would be willing to meet with cyclists as part of a stakeholder group to investigate alternative connectivity routes from District 8 to downtown and from major employment/shopping nodes to residential communities.   

Question 3:  "How should the Linear Creekways be funded, and on which improvement to the Linear Creekway do you want the funds to be spent?"   
Answer: The county will commit to funding the Linear Creekway in the upcoming Bexar County Budget although the exact amount is uncertain. For the most part, the Linear Creekway is funded in District 8. However, when elected I would look to present “shovel-ready” projects that involve the Creekway to present as potential funding presents itself through the recent $1.9 Trillion CoVid Relief bill-there is a portion ($350 Billion) that has been allocated for states and local governments to fund schools, housing, and transit agencies. There also is a much anticipated, still to be formed Infrastructure Bill.  I would prioritize projects on the Linear Creekway that would improve connectivity of the riders north of downtown to downtown employment centers and toward the southside of San Antonio.   

Question 4:  "Do you support increased funds to expand and maintain VIA bus services and routes?"    
Yes/No - None Chosen
Reason for answer:  The voter’s have approved an additional 1/8 cent sales tax to enhance/expand VIA services. I opposed this measure because it removed funding for the Edwards Aquifer Protection Plan and the Linear Creekway system. I would be open to meeting with VIA and the bicycling community to investigate enhancing VIA services for cyclists within the framework of VIA’s budget.   

Question 5:  "Should funding for more bicycle lanes and pedestrian safety education be included in the city's annual transportation budget?"   
Yes/No - None Chosen
Reason for Answer:  Infrastructure spending is one of the most important duties of a city councilman. When elected, I plan to have extensive conversations with all members of the community prior to recommending and advocating for streets-including additional bicycle lanes-in my district.   Funding of complete streets on public roads-streets that include bicycle lanes-should be included in the transportation budget. I would be open to providing safety signs on streets that have bicycle lanes and being a conduit for promoting pedestrian safety education classes.
